Did you know Persimmon Ridge used to have a community garden in our neighborhood?
It was started by two former residents, and it was a great place to meet new neighbors. One of the founders was Joan Tracy, who was also the owner of the first home in Persimmon Ridge!
At the November 12th Board Meeting, the PRHOA Board discussed the budget for 2025and determined the need to increase the dues by $155 to help cover rising costs as detailed below. The Persimmon Ridge HOA wanted to clarify a few details that were recently mailed out with respect to those 2025 HOA dues. There are multiple definitions of due date used in the original letter and invoice mailed out this past week.The HOA dues are technically due on January 1st of each year. The PRHOA provides the opportunity to break the payments up into two separate payments with the first payment having a ~30 day grace period without penalty.
** If either due date is missed, there will be a $50.00 late fee. Any account having a balance after May 7th will incur a $25.00 per WEEK late fee and pool/amenity access will be restricted for any account not in good standing.
In addition to the due date clarification, we wanted to address a few other items related to the dues increase and pool access. The need to increase the HOA dues was not only to provide all residents with memberships to the pool. There are rising costs across the board for all HOA expenses that weren’t allowing adequate funding for maintaining areas across the community, including the amenities, the landscaping, and other common areas. In addition to needing to properly maintain other areas of the community, the pool has never been solvent and rising costs, repairs, and general upkeep of the pool were not able to be covered solely by how the pool was operating.To help offset the rising costs, the dues needed to be increased. The PRHOA decided to provide pool access to all residents concurrent to the raise in dues.
The PRHOA has plans to purchase additional loungers for this pool season to help accommodate the change in pool access. There will also be a small area that will been closed within the pool grounds to allow for additional space. Only Persimmon RidgeHOA lot owners will be allowed membership to the pool. Persimmon Ridge and Villa residents are all part of the PRHOA as lot owners. Overlook residents and golf course members have no affiliation with the PRHOA. The reason for no longer allowing external members is to ensure adequate space for all HOA members at the pool and to resolve the issue that external members did not pay into capital projects for the pool(such as special assessments).
For reference, below is also a list of HOA dues of surrounding communities with similar amenities (playground, tennis courts, and pool access included). Including pool access to all residents is a very common occurrence in Louisville HOAs and is more the norm than not. In addition to the pool, playground, and tennis courts, PR also has thePavilion, a walking trail, and special events (Thunder over PR, Santa Visit, Easter EggHunt, and Christmas Light Decorating Contest) as part of its community amenities.

Sign and Flag Letter
The letter below was sent to all homes in early December. We wanted to make sure everyone saw the policies around the display of signs and flags as there was a lot of discussion around this during the election. Dear Persimmon Ridge Neighbor:
This letter is to address the recent community discussion related to the display of signs and flags that arose during the fall election season.
The PR Board of Directors wants to clarify any confusion related to signs in the community and inform every resident of the Association, via this written notice, that signs and flags are prohibited based on the Persimmon Ridge Declarations ofCovenants, Conditions and Restrictions created in 1991 and the legal opinion that confirms sign and flag restrictions within the community.
With regards to signs, they are not permitted, including but not limited to contractor signs, political signs, school signs, birthday signs, etc. In the PR Declarations, Article V,Section 9B, it specifically states, “No sign for advertising or for any other purpose, shall be displayed on any Lot or on a building or a structure on any Lot except two signs (one located in the front yard and one located in the rear yard) for advertising the sale thereof, each of which shall not be greater in area than 9 square feet….” This same restriction is found in item number 15 in the Estate Tract Declaration.
The Planned Community Act, which became law on June 29, 2023, does allow political signs during a certain time frame before and after an election. However, Section381.786 of the Act specifically states that nothing in the new law shall invalidate
any existing provision
of a community’s documents. PR’s Declarations were adopted in1991. Accordingly, the Planned Community Act provision related to signs does not supersede the existing PR restriction. The Board must enforce the sign restriction, and it will expect the Property Manager to monitor and address any such violations of the sign restriction per its contract with Cornerstone Property Management and consistent with the established Non-Compliance of Declarations Policy.
Also, please remember that earlier this year, the Board offered various Amendments to the Declarations, specifically, one that would have permitted some signs. The proposedAmendment failed to pass the threshold of 75% approval from the community. Only about half of the owners in PR voted, with roughly 60% of those who voted were in favor of permitting the display of some signs.
Regarding flags, only the United States of America flag and the Commonwealth ofKentucky flag is permitted. This has long been the policy of the Association. One small garden style flag that is non-political in nature is permitted on each lot. The Board will expect the Property Manager to monitor and address any violation of the flag policy per its contract with Cornerstone Property Management and consistent with the established Non-Compliance of Declarations Policy.
We ask all residents to please comply with the sign declaration and the flag policy. This letter is considered a First Notice. We want to thank our community for its support and respect for the community rules that all owners agreed to when they purchased their lots in the community. Please make sure if you are planning any change to the exterior of your home to fill out the Architectural Review Form that can be found on Cornerstone’s website (examples include a fence, playground set, fire pit, deck, dumpster etc). This includes if you will have a dumpster on site for any project for any amount of time.

She works closely with all applicants to ensure the Architectural ReviewCommittee (ARC) has what they need to evaluate your project for a successful result.
